Building passport

If the owner of a residential building has a building check carried out by a certified civil engineer or architect, the building is examined with regard to safety, health, energy consumption, technology and social aspects. If impairments or deficiencies are found, suitable remedial measures are suggested to the homeowner.

The building pass is valid for a period of 10 years. However, the issuance of a new building pass may be authorised by the Ministry in the event of serious or exceptional circumstances.

A substantial financial contribution by the state to the costs of the appraiser is possible under certain conditions. The subsidy is granted regardless of the living space and the social and economic situation of the household. In this context, owners are not obliged to advance the entire expenditure for the building passport. As soon as the owner of the building provides proof that he or she has paid 25% of the bill for the appraisal, the state contribution is paid directly to us as the appraiser.

Presence or detection of obvious safety deficiencies in the building, for example:

  • Stair railings or emergency exits not available
  • Balcony railing too low
  • Diameter of the chimney too small

    Health and hygiene

    Impairment of the well-being or endangerment of the health of the residents due to (for example):

    • Pollutants or toxic substances in the living area
    • Extreme humidity or temperature
    • Microbes or vermin
    • Noise pollution

    Energy consumption

    Problems of the building related to the energy situation, for example:

    • Defects in the building insulation
    • Condition of the building exteriors
    • Maintenance condition or need for the heating system
    • Condition of the hot water installation

    Technology and function

    Assessment of the building with regard to technical and function-specific defects, for example:

    • Age, condition and functionality of various parts of the building
    • Age, condition and functionality of all pipe networks of the building

    Social aspects

    Checking the building for applicable social standards, for example:

    • Arrangement and dimensions of the rooms
    • Living space per person
    • Accessibility: adapting housing to the needs of people with disabilities
