LuxEeB energy passport in Luxembourg

In Luxembourg, the energy efficiency of buildings is regulated by a Grand-Ducal regulation. This has applied to residential buildings since 30.11.2007. On 31.08.2010, a modification of this regulation also came into force for commercial buildings. This regulates the calculation of energy efficiency, defines the minimum requirements for energy efficiency and certifies this by means of an energy certificate. The official name for the Luxembourg energy certificate is the energy pass.

The energy pass is a seal of quality for the energy efficiency of residential buildings. It allows tenants and buyers to compare the energy consumption of different properties at a glance when looking for a flat or house.

In Luxembourg, the energy pass is compulsory and must be enclosed with every building application:

  • of a new building
  • an extension and a modification
  • an energy efficiency calculation, as proof of compliance in the event of a substantial transformation and a change of owner or tenant.

A few exceptions are exempt from the Grand-Ducal Regulation and thus also from the energy pass obligation. The prerequisite for this is a justified application as well as complete documentation (listed buildings, buildings of public interest, only temporarily constructed buildings, etc.).
